The EU and the U.K. Reach a New Brexit Deal. What's Next?

At long last, there's been a breakthrough in the interminable negotiations between London and Brussels over terms of the Brexit. On Oct. 17, the United Kingdom and the European Union reached an agreement that increases the chances of an orderly Brexit on Oct. 31. The deal with Brussels, however, is not the end of the story. The British government will now have to persuade legislators in the House of Commons to approve the document in an extraordinary session on Oct. 19 -- a task that could prove difficult given that Prime Minister Boris Johnson does not control a majority of seats....
