North Korea has gotten jittery about reports that its leader, Kim Jong Il, might have suffered a stroke, especially since he failed to show up at a major public event Sept. 9. North Korea without Kim could travel down two paths. One road — in which North Korea's elites balance their competing interests — leads to a strengthened regime, while the second leads to chaos.
