Russia's Response to HIV: Too Little, Too Late?

The Kremlin's reluctance to address Russia's HIV epidemic has led to an explosion in the number of new cases. Cultural, political and economic factors have contributed to the spread of the disease in Russia, and although Moscow has said it will spend more money on treatment and prevention, there are few steps the Kremlin will be willing to take to slow the spread of the virus.
